The decision to close a perfectly good nuclear power plant well before it should have to close, is a complex decision that usually has to do with short-term profits and politics. But not long-term economic or strategic thinking. And certainly not with concern over climate change. NextEra Energy will close its Duane Arnold nuclear plant in Palo at the end of 2020, the only nuclear plant in Iowa. Despite being extremely well-run and reliable, the nuclear plant “no longer fits into Iowa’s changing energy portfolio.”

The lead contractor for the terminated Mixed Oxide Fuel Fabrication Facility believes construction of the plant – never completed – was hamstrung by inadequate congressional funding levels. From April 2013 on, Congress appropriated enough money to maintain the MOX project but “not enough” to make actual, “meaningful progress,” MOX Services’ legal team wrote in a lawsuit filed May 2. The lawsuit, levied against the federal government, seeks to recoup $53 million, plus interest, related to so-called hotel load costs. Between fiscal years 2016 and 2018, project funding levels “hovered near” $320 million per year, the complaint reads. That generalized figure is significantly less than funding assumptions that were tied to a 2012 project re-baseline proposal, according to MOX Services’ complaint.

The National Nuclear Security Administration (NNSA) indicated Monday it will not start disposal of 34 metric tons of surplus weapon-usable plutonium in South Carolina until 2028 — a date by which the agency could accrue more than $1 billion in financial penalties for failing to remove the material from the South Carolina facility.
