The strategy gives us some interesting examples of innovation and ambitious thinking, such as the Smart Islands Programme on the Isles of Scilly which aims to provide 40 per cent of the islands’ electricity from renewables by 2025, whilst cutting bills by 40 per cent, and also mandating that 40 per cent of the islands’ vehicles should be electric or low carbon by the same date. It proposes that these objectives will be achieved via public-private partnerships. Other examples are less forward thinking. For example, the paper provides a glimpse of a deal with the construction sector which fails to mention the need to decarbonise our built environment or the need to reuse materials – in particular steel – and doesn’t address the prospects for alternative renewable materials.
