Long-awaited Heat and Buildings Strategy expected in coming weeks backed by consultation on policy options to accelerate roll out of heat pumps The government appears poised to set an end date for the sale of gas boilers in the UK backed by a host of range of policy options to incentivise a surge in heat pump installations over the next 15 years, as Ministers continue to grapple with one of the most politically-charged issues on the pathway to net zero emissions. Several media reports this morning indicate that ahead of the hotly-anticipated Heat and Buildings Strategy Ministers are currently favouring a 2035 ban on installation of new gas-fired boilers, which would give industry and consumers 14 years to adjust to greener heating alternatives. A consultation on the plan is expected shortly, with range of policy ideas being floated to drive the shift away from gas boilers including a requirement for homeowners to switch to heat pumps or hydrogen heating when selling or renovating their property. Some reports suggested the new rules could be backed up by the threat of fines for homeowners who do not switch to low carbon alternatives to boilers, but sources told the Daily Mail such penalties are unlikely to form part of the Heat and Buildings strategy when it is published. However, boiler manufactures could face requirements to sell a minimum number of heat pumps alongside boilers in the coming years, backed by an additional surcharge on new gas boiler installations to help fund the heat pump rollout, the newspaper reported.

British Gas owner Centrica is calling on the Government to fund the rollout of new “hybrid” heating systems, as ministers face mounting pressure to clarify the future of the gas boiler in Britain. Hybrid heating systems combine a small gas boiler with an air source heat pump. Transitioning to such a system would cut household carbon emissions in the short term, but would rely on green hydrogen replacing natural gas on the gas grid to become a zero emissions solution for home heating. Centrica, which is the largest installer of gas boilers in the UK, said ministers should launch a Retrofit Fund to help at least 5,000 households change from a traditional gas boiler to a hybrid heating system by 2024.
