Opec and Russia reach deal to cut oil production by 10m barrels a day. But the market reaction was punishing after details of the proposal — which by the end of the meeting at around 3am Vienna time had not been completely finalised by Opec ministers — emerged. An Opec official said talks to finalise the deal would continue at the meeting of G20 energy ministers on Friday. One sticking point to finalising the deal was Mexico’s refusal to substantially constrain its production, according to people familiar with the talks.
