A last-ditch attempt to scrap a controversial tax on workplace parking spaces has failed. The levy will become law today after the proposals survived a close vote at Holyrood. Councils will be given the power to charge businesses for parking spaces but fears have been raised that employers will simply pass charges on to employees. In Nottingham, the only place in Britain with such a scheme, employers with more than ten bays are charged £415 a space. The cost rises to almost £500 if it is paid by staff. Labour MSPs pushed to axe the measure, which was added to the Scottish government’s transport bill under an agreement between the SNP and the Greens. Labour said that the levy would be a burden on the lowest paid.
