Every Whitehall department has been asked to submit ideas to No 10 and the Treasury that will help to frame a mini-budget due to be presented by Rishi Sunak, the chancellor, next month. Among projects expected to be given the green light is a huge investment programme to retrofit the UK’s housing stock to improve energy efficiency. There are also plans for a retraining “revolution”. Proposals include providing workers with an education allowance to train at further education colleges or other venues.
