No evacuation plan has been drawn up for new build at Bradwell, so we can only gauge what could be put in place from historic documents when it was a working power station. Essex County Council produced the “BRADWELL OFF SITE EMERGENCY PLAN” in JUNE 2007. The ONR principles for emergency planning set a distance for potential evacuation around nuclear facilities called the “detailed emergency planning zone”(DEPZ). That ‘zone’ is based on many factors including: Local geographic, demographic and practical implementation. Inclusion of immediately adjacent vulnerable groups – ONR recognises that groups of vulnerable people (e.g. care homes, schools, camping sites, etc) located adjacent but outside a DEPZ should be provided for in the same manner as those located within the zone. In the Essex County Council “Offsite Plan” of 2007 only one reference to Mersea Island was found, detailing that a copy of the plan should be supplied to West Mersea Island Library. Mersea Island also falls outside the evacuation zone which has been set by the Council and ONR at just 2.4 km (1.5 miles) from Bradwell. It is also disturbing that there is no mention of the vulnerable groups such as our school and holiday sites. One possible conclusion to be drawn from this is that Essex County Council have found meeting the ONR requirements for evacuation regarding Mersea as too complicated so they have simply chosen to ignore it!
