Japan
Prime Minister Yoshihiko Noda ended Japans month-long freeze on nuclear power yesterday, approving a reactor restart that may undermine his political support. Two reactors at Kansai Electric Power Co. (9503)s Ohi nuclear plant can be operated safely, Noda declared after meeting with three Cabinet ministers who share approval authority. The utility, which serves the $1 trillion economy of Japans second-biggest urban region, said it would immediately begin work to start one reactor.

Trident
A plan for disarming Trident missiles within days of independence and ridding Scotland of nuclear weapons within two years has been welcomed by Scottish ministers. A practical guide on how to dismantle the Trident nuclear weapons system and remove it from the Clyde, produced by anti-nuclear campaigners, has also been pronounced credible by leading international experts on nuclear weapons. The guide says the Vanguard-class submarines armed with Trident missiles could all be recalled to the Faslane naval base on Gareloch, and have their warheads disarmed within a week. After eight days, all of their missiles could be disabled.

Britain is to forge ahead with a new generation of nuclear weapons with a £1bn contract to be unveiled this week. Philip Hammond, the Defence Secretary, will reveal the scheme to build a new nuclear deterrent in a move which will cause tensions with the Liberal Democrats. He will announce a deal ordering nuclear reactors for a new class of submarines to replace the current Vanguard fleet, which carries Britains Trident nuclear arsenal. The decision is the most public statement yet that the Government is committed to a full-scale replacement of Trident – something opposed by the Lib Dems, who want a cheaper way of maintaining nuclear weapons.

Speaking about the nuclear reactor deal, an MoD spokesman told the Sunday Telegraph: “This Government is committed to maintaining a continuous submarine-based nuclear deterrent and announced last May that design work would begin to replace our existing submarines. “Following a Trident value for money study carried out as part of the Strategic Defence and Security Review, we are proceeding with initial work to renew the nuclear deterrent, but a final decision will be taken in 2016. “As part of the Coalition Government agreement a review is also being carried out into alternative systems for maintaining a credible nuclear deterrent.”
