The government has confirmed it could yet strengthen its medium-term carbon targets at the conclusion of the Committee on Climate Change’s (CCC) review of whether the UK should set a long term net zero emission target, despite it previously ruling that existing carbon budgets were out of the “scope” of the review. Last month campaign group Plan B wrote to Energy and Clean Growth Minister Claire Perry to request clarification on the rationale for instructing the CCC not to look at the existing fourth and fifth carbon budgets as part of the net zero review. The group, which is engaged in on-going legal action over the government’s failure to fast track a new net zero emission target, argued any attempt to rule out the possibility of changes to the current carbon budgets could prove “unlawful”.
