Carbon emissions are in decline in 18 of the most developed countries and the reduction is greatest in those that have implemented renewable energy and energy efficiency policies, research has found. However, part of the fall in the countries, which include Britain and the United States, can be explained by reduced demand after the 2008 economic crash. Even so, scientists said that the research, published in the journal Nature Climate Change, was a rare positive finding in relation to global warming. Carbon emissions were still rising overall, they said, but it showed that mitigation strategies could work.

Twenty seven councils have passed motions declaring an emergency state in a bid to force through plans for more carbon reduction. Twenty seven councils have declared a “climate emergency” following a landmark report calling for urgent action to prevent the devastating consequences of global warming being felt in little over a decade. Dozens of local authorities across England and Wales have passed council motions calling on leaders to declare the state of emergency over carbon emissions, with more due to follow. It is part of a campaign launched by the Green Party to encourage campaigners and councillors to force authorities to act against climate change on a regional level, in the wake of warnings of a future climate “catastrophe”. The movement is designed to “plug the gap on climate action left by the Government” following the publication of a UN report which warned countries have until 2030 to take positive action limit climate “catastrophe”.
